The cornerstone federal legislation for the education of students with disabilities is the Individuals with Disabilities Act (IDEA). IDEA explains how students with disabilities will access a free appropriate public education.
At the state level, Chapter 392-172A of the Washington Administrative Code requires special education students have access to the general education curriculum in order to meet the educational standards of the school district.
The Grandview School District recognizes students whose disabilities adversely impact educational performance and who require specially designed instruction have potential for improving educational performance when they receive special education and related services tailored to fit their needs.

Transportation Information
The goal of Special Education Transportation is to ensure that students with exceptional needs have access to educational opportunities while addressing their unique transportation requirements. This service supports their inclusion in the educational system and enhances their overall learning experience. If you have questions about your child's transportation needs, please contact your child's case manager.
Eligibility for Special Service Transportation
Special service transportation is available for students whose needs are documented in one of the following:
- 504 Plan
- Individual Education Plan (IEP)
- McKinney-Vento Act/Foster Care documentation
These plans specify the necessary accommodations and support to ensure safe and appropriate transportation to and from school.
Examples of Students Who May Be Eligible
- Students with Profound Disabilities:
Students with severe cognitive, physical, or multiple disabilities that significantly impact their ability to participate in regular school activities. - Pupils with Orthopedic Disabilities Using Wheelchairs or Requiring Lifts:
Students with mobility challenges, such as those who use wheelchairs or require assistance with lifts, may qualify for specialized transportation to ensure their safety and comfort. - Students Enrolled in a Special Day Program at a Different School:
Some students may attend specialized programs designed to meet their unique needs, even if the program is at a school other than their resident school. Transportation arrangements can support their attendance.
Key Points About Special Transportation
- Purpose: Special transportation is a related service designed to meet the unique needs of students as outlined in their IEP or 504 Plan.
- Eligibility Determination: The IEP team assesses the student’s specific requirements, including:
- The severity of the disability
- Medical needs
- Educational program details
- Least Restrictive Environment (LRE): Most students with disabilities can travel alongside peers without disabilities. Special transportation is only provided when necessary for the student’s safety and education.
- Important Note: Special transportation is not granted for the convenience of parents/guardians. It is solely based on the documented needs of the student.
Ongoing Review of Transportation Needs
The need for special transportation should be reviewed:
- During each yearly IEP meeting
- Or more frequently if the student’s needs change
